HAVANA -- In the wake of Elian Gonzalez's return to Cuba, Fidel Castro's government pushed ahead Monday with a new propaganda campaign against decades-old U.S. policies aimed at punishing the communist island.

It remained unclear, however, if authorities can motivate Cubans with a campaign that deals with ideas rather than a photogenic 6-year-old child and his distressed father.

Marches, rallies, debates and forums will be held ``every day of the year'' for an indefinite period, the Communist Party daily Granma said Monday.
